The Health and Safety Management Committee is a Committee of the School Management Committee (SMC).
It is responsible for assisting the Director and other members of the SMC to fulfil some of their health and safety functions, without removing any of their responsibilities or accountabilities. It is also the formal forum for consultation on developments to the School’s safety management system and new health, safety and wellbeing initiatives.
Membership:
Chief Operating Officer (Chair) - (if the COO is unable to attend, s/he should deputise another member of the School Management Committee to chair)
Head of Department - (nominated by the Heads of Department Forum)
Academic Manager (PSS) - (nominated by the Academic Managers’ Forum)
Trade Union Safety Representatives - (one from each of the three recognised unions)
Director of Estates
Director of Human Resources
Director of Residential and Catering Services
Head of Health and Safety
Fire Safety Officer
Secretary:
Health and Safety Adviser
Quorum:
A nominated member of the School Management Committee (or his or her nominated deputy), one Head of Service or Department, one Trade Union Safety Representative, one Health and Safety professional.
Frequency of Meetings:
At least three times per year (normally once every term, but can meet outside term time).
1. Responsibility delegated to the Health and Safety Management Committee by the School Management Committee
1.1. To consider the effectiveness of arrangements and measures relating to the School’s safety management system.
1.2. To evaluate the impacts of new legislation, sector guidance and industry good practice on the School’s safety management system.
2. Authority wholly delegated to the Health and Safety Management Committee
2.1. To review and approve minor amendments to health and safety Standards on behalf of the School Management Committee.
2.2. To commission audits of the whole or any part of the School’s safety management system, within the framework for commissioning such audits agreed by the School Management Committee.
2.3. To seek and obtain assurance that the School has an appropriate level of resourcing in place for the provision of competent health and safety advice.
3. Authority delegated to make recommendations to the School Management Committee
3.1. To make recommendations to the School Management Committee for the adoption of measures relating to the School’s safety management system, within the scope of definitions in the Appendix to these Terms of Reference.
3.2. To make recommendations on new health, safety or wellbeing initiatives.
4. Reporting requirements
4.1. The Health and Safety Management Committee shall report to the School Management Committee through the COO after every meeting, and on such other occasions as may be required.
4.2. The SMC will report to Council as required through the report of the Director on the work of the Committee and shall submit an Annual Report to Council on the operation of the School’s Safety Management System.
5. Review
5.1. The Health and Safety Management Committee shall review its terms of reference and membership in the Lent Term of every year and shall recommend any changes for the following academic year to the School Management Committee, so any changes can come into effect by the start of the Michaelmas Term.
