Campus buildings condition surveys

12 September - 5 December 2022

The Estates Division continues to maintain and improve both residential and campus accommodation in accordance with the Long Term Maintenance (LTM) programme.  The current 10 Year LTM programme to all sites was established from a series of condition surveys last undertaken in 2017. Historically the condition surveys are renewed on a five-year cycle. The current programme is now in its fifth year and is becoming out-of-date and inaccurate.

NIFES Consulting Group have been appointed to undertake the condition surveys and a review of the LSE’s asset register.  The surveyors who will be on site are: Lee Brown, Ben Coddington, Peter Brown, Reiss Livesey.

The campus surveys will commence on Monday 12 September 2022 and should be completed by 5 December 2022.

General hours of working will be 8am to 6pm Monday to Friday, however earlier times may be adopted to access teaching rooms.  To enable maximum flexibility for accessing all areas in all buildings NIFES have not been tied to a building-by-building programme.

NIFES will need access to all areas on campus to enable an accurate and useful survey to be produced, the surveys are visual and should have minimum impact on building occupants.  For restricted areas on campus, such as comms rooms and security rooms, access will be requested and agreed directly with the relevant department.

Thank you for your co-operation.

Power outage 17 January 2022

Monday 28 February 2022

We are pleased to announce that following the power outage on 17 January 2022 all issues have now been resolved.

Friday 4 February 2022

We are still experiencing issues with some lifts, following the power outage on 17 January 2022

Marshall Building (MAR)

  • Lift 130 is currently out of service due to damaged safety edges.  These parts should be fitted on Friday 4 February.

Saw Swee Hock Student Centre (SAW)

  • Right hand lift is still currently out of service, once parts are delivered they will be fitted and the lift tested.

Friday 28 January 2022

Since the 17 January there have been issues across campus where mains network power surges have had an impact on LSE buildings. We have been working to resolved these issues.

We have set out below the status of each building:

Connaught House (CON)

  • This lift is now working and back in service.

Lionel Robbins Building (LRB)

  • This lift is now working and back in service.

Marshall Building (MAR)

  • Lift 130 is currently out of service due to damaged safety edges.  These parts have now been ordered and once site they will be fitted.

Saw Swee Hock Student Centre (SAW)

  • The manufacturer has attended site and tests have revealed that further components are required.  Currently there is a limited supply of the required parts and only 1 part was available. This has been fitted on the left hand lift and this lift is currently back in service.  The part for the right hand lift should be on site early next week and once delivered will be fitted and the lift tested.
You can still use the alternative lift which will give you access to the basement up to the 5th floor.

Friday 21 January 2022

Since the 17 January there have been issues across campus where mains network power surges have had an impact on LSE buildings.

Maintenance have been liaising with UK Power Network (UKPN) daily and are reporting all these issues to them and liaising with their engineers.  The UKPN engineer has investigated the problem and has identified the HV voltage is running high during times of low demand e.g., early mornings or late evenings which is believed to be causing the power surges.

Whilst we continue our discussions with UKPN, a lift engineer is on standby on campus between 7:00 am and 8:00 am (high risk period) to assist with immediate passenger release should the lifts fail.

We have set out below the status of each building:

Connaught House (CON)

  • the power surges are causing a lift failure which means that the lift stops and goes out of service.  Currently we are resetting the lift as required as we continue our discussions with UKPN.

Lionel Robbins Building (LRB)

  • the power surges are causing a lift failure which means that the lift stops and goes out of service.  Currently we are resetting the lift as required as we continue our discussions with UKPN.

Marshall Building (MAR)

  • Through consultation with the lift installers and engineers we have made some adjustments which seem to have stabilised the issues.

Saw Swee Hock Student Centre (SAW)

  • the power surge has damaged component parts within the 2 main lifts.   Parts have been fitted but we are waiting for the attendance of the manufacturer to recommission the lifts before returning back to service.  Please use the alternative lift which will give you access from the basement up to the 5th floor.

Thursday 20 January 2022

Following the power surge on Monday morning, the following issues are still ongoing.

Connaught House (CON)

  • This lift is currently out of service.  We are waiting for a specialist to investigate an intermittent fault which has developed on the lift since the power surge.

Marshall Building (MAR)

  • The issues in this building have stabilised.  Should anyone experience any issues please email Estates-Help-Desk@lse.ac.uk  or call the Estates Helpdesk x2444

Saw Swee Hock Student Centre (SAW)

  • the power surge has damaged component parts within the 2 main lifts.  Parts have been fitted but we are waiting for the attendance of the manufacturer to recommission the lifts before returning back in service.

Wednesday 19 January 2022

Following the power surge on Monday morning, the following issues are still ongoing. We will provide a further update by the end of the week.

Connaught House (CON)

  • The power surges are causing a lift failure which means that the lift returns to ground floor and goes out of service.  Currently we are resetting the lift as required as we continue our discussions with UKPN.

Marshall Building (MAR)

  • 4pm update: the power surges are causing a lift failure which means that the lift stops and anyone using the lifts will activate the lift alarm within the lift car to alert the building security who have arranged for passengers to be released.  Whilst we continue our discussions with UKPN, a lift engineer is on standby on campus between 7:00 am and 8:00 am (high risk period) to assist with immediate passenger release should the lifts fail.  To mitigate the impact of future power surges to the lifts we are investigating solution with the installers.
  • 3 lifts currently out of order. This is being dealt with by the lift contractors and updates will follow

Saw Swee Hock Student Centre (SAW)

  • 4pm update: the power surge has damaged component parts within the 2 main lifts.  Parts are being replaced and we hope to have these lifts back in operation as soon as is possible.
  • 2 lifts still out of service due to replacement parts needed but all other lifts can be used as an alternative

Tuesday 18 January 2022

Following the power surge yesterday morning, the following issues are still ongoing, next update Wednesday 19 January at 10am.

Connaught House (CON)

  • 3pm update: lift is now back up and running (Resolved)
  • 1pm update: Lift out of service, engineer on site. (Ongoing)

Marshall Building (MAR)

  • 1pm update: all 4 lifts are now working (Resolved)
  • currently 1 lift out of service.  The lift company is currently on site and has shut down all the lifts while they test for any issues and will put the lifts back in service once they are happy all lifts are safe. (Resolved)

(The electrical spike affected the fire alarm panel in MAR which has caused an issue with the lifts.  Both the lift contractor and fire alarm contractor are on site and are dealing with this issue.  We will provide further updates once they have done their inspections).

Saw Swee Hock Student Centre (SAW)

  • 3pm update: 2 lifts still out of service due to replacement parts needed, the firefighting lift can be used as an alternative.(Ongoing)

Landscaping update December 2019

Remaining tree planters – early December 2019

The final three planters to be constructed to the western edge of the new square are almost complete.  The planters match those to the front of the Plaza Café. The hoarding currently surrounding the planters will be removed by 1 December. The trees will then be delivered and planted on the 2 December. There may still be some isolated pockets of works to complete the square throughout early December.

Resurfacing of Clare Market – December 2019 to early April 2020

You may have noticed that following 4 years of construction traffic, Clare Market is looking slightly worse for wear. Works to re-surface Clare Market will commence on 9 December. The 5 week holiday period will allow the contractor to undertake all the noisiest most disruptive works while the Campus is at its quietest and there is no teaching taking place. The intent is to have all the heavy breaking and the new concrete sub-base laid in advance of students returning to the School on 20 January 2020. The contractor is aware of graduation ceremonies w/c 16 December and LSE examinations taking place w/c 13 January and will avoid disruptive activities during this period.

Clare Market will be completely closed to vehicles and pedestrians until 19 January.  Diversion routes, including fire evacuation for Centre Building, will be via St Clement's Lane or Old Building, see map (pdf).

Clare Market Closed Pedestrian Routes-web
Alternative route during Clare Market closure

Works to re-surface Clare Market will then continue from late January to early April 2020. During this period pedestrian routes will be opened up on Clare Market to ensure that connectivity across campus is not too adversely impacted by these works. There will be some unavoidable noisy works within this period,  the contractor has been instructed to mitigate this as far as possible through the use of acoustic enclosures.

Once complete, Clare Market will mirror Houghton Street and the new public square, creating a real sense of place in the heart of the campus.

Art Installation – early January 2020

In line with the planning requirement for public art, Artist Tod Hanson has been commissioned to design a mural for the St Clement’s wall. An art installation contractor will now commence applying the mural to the wall in early January 2020, with the works taking circa 3 weeks to complete, depending on the weather.

We thank you for your patience and understanding.  Should you have any queries regarding the above please contact Estates.Centrebuildings@lse.ac.uk

Power to CBR and Open House - October 2018

Centre Buildings Redevelopment (CBR)

The CBR Project Team have been very busy over the Summer months and the exterior of the building is taking shape.  A power supply is now needed to enable the completion of the interior, including state of the art teaching rooms and lecture theatres, ready for Summer 2019.  Unfortunately this will mean circa two weeks of disruptive works on Houghton Street, outside Connaught House commencing 8 October 2018.

The works will involve UK Power Networks (UKPN) excavating a trench from the boundary of the CBR site, along Houghton Street to the Aldwych.  Although best endeavours will be made to control noisy works, there will be breaking and excavation, which will likely cause some disruption to occupants of adjacent buildings.

Apologies for any inconvenience this may cause, if you have any questions or concerns please contact: estates.centrebuildings@lse.ac.uk

Visit the Centre Buildings web page to find out more about the project.

Open House

The Estates Division participated in Open House weekend, showcasing the Saw Swee Hock Student Centre on Sunday 23 September.

212 members of the public were given guided tours of the building by members of the project team with another 100 people taking the self-guided tours.

Look out for a behind the scenes tour of Centre Buildings as part of Open House 2019.

If you've made a booking in Resource Booker and you now need to change the title, or the running time, or even the date, you can now edit your own bookings in Resource Booker. Simply open the booking in your My Bookings page and click on the Edit button, this will bring up the booking form where you make your changes. Please note that if you edit a booking, it needs to go through Room Bookings' approval process again, so an Accepted (or confirmed) booking goes back to being 'Requested' (or provisional).

If you want to book a catering venue for a reception in November 2018, a small study room for an office hour in October or a meeting room for a committee in May 2019, you can do it now online in Resource Booker. You can also now request bookings in teaching rooms for dates from now up to the end of Welcome week (Friday 28th September). Once the teaching Timetable is completed, and we've processed the advance booking requests you've already sent to Room Bookings, we'll open up bookings on Resource Booker in the teaching rooms in term time for the whole of the Academic year. Keep checking details of what is available to book on the Resource Booker login page.   If you’re planning further ahead or considering hosting an academic conference, have a look at Information on-line  and get in touch via lse.roombookings@lse.ac.uk  to discuss the most suitable time periods for hosting large events on campus.

You can access the Resource Booker How To guide via this link Request a Room Booking which will help you get started in Resource Booker and show you how to edit your bookings.

We hope you find these enhancements useful

Development on Campus - update May 2018

The campus and immediate surrounding areas are currently experiencing ongoing development works from four active construction sites:

LSE sites:

  • Centre Buildings Redevelopment - CBR (Mace) on Houghton Street on the West
  • The Marshall Building - MAR (44LIF) (McGee) on the North West

Neighbouring sites:

  • Lodha (Multiplex) on Searle Street on the East (Behind the LSE Library
  • Royal College of Surgeons (Wates) on the North

Of the four projects listed above only the CBR and MAR projects are under LSE control, managed by the Capital Development team within the Estates Division. The LSE Capital Development team liaise on a monthly basis with the contracting team from the other major projects and while we cannot exert any additional control we can confirm that both projects are following the WCC guidelines in relation to noise, dust and general disruption.

Read more about the recent noise mitigation measures carried out by MAR demolition contractor McGee and pre-exam audibility tests on the CBR site.

Traffic and pedestrian management - May 2018

In June 2017 the site vehicle and pedestrian movements were altered to deliver a safer environment for pedestrians and vehicles.

Very few routes needed to be altered however the footpath directly around the MAR site on Portsmouth Street and Portugal Street was closed to allow the site security hoarding to be erected.  This will now remain closed until the project is completed in 2021.  Pedestrians have been diverted onto the footpath on the opposite side of the road by the SU Shop.

The Portugal Street entrance into 32 Lincoln’s Inn Fields (32L) was also closed as a pedestrian safety measure.  Further studies will now be done by Estates in conjunction with 32L occupants to determine how much longer the entrance should remain closed.

In the next few weeks, it is planned to install a new gantry over the 44 LIF pavement for the next stage of works requiring materials to be loaded onto lorries over the pavement. The gantry will allow pedestrians to pass underneath it safely within a protected enclosure and will be constructed over a weekend.

Pedestrian diversions have been managed using:

  • Signage at key points;
  • Barriers to guide pedestrians to keep to safe areas
  • MAR and CBR site staff monitor and manage site traffic and ensure safe pedestrian crossing points during working hours.

All other pedestrian routes and roads have remained open.  We will be monitoring safety during the course of the works and will notify you of any changes in future newsletters.

Sheffield Street temporary closure March 2018

Tuesday 27 - Friday 30 March  2018*

Most of Sheffield Street will be closed from 27 March for a period of approximately 3 days, due to works taking place on the roof parapet of SAW. *The works are weather dependent, therefore the closure may remain in place for longer if weather conditions prevent the contractor from working.

Access to Parish Hall, Sheffield Street and Portsmouth Street buildings, including the shops, will not be affected.

The Main Entrance to Saw Swee Hock Student Centre will be closed and access to the building will be via the Three Tuns Bar.  Staff and students are encouraged not to enter SAW, unless necessary.

Temporary fire safety arrangements

Due to the above closure a temporary fire assembly point for Connaught House, Cowdray House, Lakatos Building, Lionel Robbins Building and Old Building will be relocated to Lincoln’s Inn Fields.

If you have any questions about the works or the temporary arrangements, please contact Barbara Moldawa b.moldawa@lse.ac.uk

Centre Buildings project - Increase in construction noise - January 2018

Tuesday 30 January 2018

Mace are currently making some alterations to the concrete tower that has been constructed adjacent to New Inn Passage and Columbia House. These adaptations require the use of handheld pneumatic breakers and this is causing an increase in noise levels being experienced within the Columbia House area. It is likely that these works will take until Tuesday 6 February 2018.

Acoustic quilts are being installed around the scaffold platform while they are undertaking these works in order to reduce the noise.

During this period noisy works are only permitted between the below times:

  • 7:30am-10am
  • 12pm-2pm
  • 4:30pm-6pm

Noise monitors situated on Connaught House and Aldwych House will ensure the contractor is complying with the above.
